Cuny Blue Collar Agreement

CUNY`s board of trustees voted last night at a meeting at Baruch College to approve the collective agreement between the PSC and the university. The approval process is now complete. The union`s bargaining team and contract enforcement department will oversee the implementation of the contract. PSC leaders have already begun urging the CUNY administration and city and state officials to pay retroactive salary increases and pay members as soon as possible at their new wage rates. CUNY management has not yet announced dates. (Read the FAQ at the time of increases.) This Memorandum of Understanding is the legal document which contains all the provisions of the proposed new Treaty. This is the signed Memorandum of Understanding. Appendix I, the 2018 letters of agreement with NYC regarding health insurance are attached to the PDF version of the 2017-23 MOA. 6.a Article V of the respective Agreements on Manual and Non-Manual Workers is amended to grant full-time employees in blue-collar and non-manual units three (3) credit points per second cycle semester during the Autumn and Spring semesters on an available and free basis in accordance with the requirements of Article V.

1. The largest increase for extraordinary faculty will begin almost immediately when the treaty is ratified; Auxiliaries don`t have to wait until last year. From the next semester, each auxiliary will experience a significant increase thanks to the gradual provision of supplements paid for more hours than he actually works. Supplements are paid for office hours at the full hourly rate. As a result, the minimum wage for a three-loan rate, currently $3,222, will immediately increase to $4,469, an increase of 39%. Paid office hours for teachers would start almost immediately. Starting next semester, any auxiliary (and full-time employees in case of overload) who teach a course of three or more contact hours will be responsible for formal office hours and will be paid at their full hourly rate upon ratification of the contract. The provision on paid office hours means that auxiliaries are paid for many more hours than they work; recognizes the professionalism of adjunct faculty; and it ensures and expands students` access to their teachers outside the classroom. The issue of financing is still relevant at CUNY.

What sets this contract apart from previous contracts is that it comes with a commitment of tens of millions of dollars a year in state and city funds that go beyond annual salary increases and equity increases. The additional funds will be made available to finance the new additional consultation hours. The PSC has secured the support of CUNY`s Board of Directors, Governor Cuomo and the Mayor of Blasio for a major new investment in CUNY`s workforce and its students. (g) The determining factors for the availability of educational opportunities described above continue to be the period of employment, the availability of courses, working hours and, with reference to subsection (e), selection. (a) Each eligible employee must: 3 of the eligible electors in this class are 90% teaching assistants, 7% are non-teaching assistants and 3% are continuing education teachers.
